Face-to face interviews were conducted with 1 000 Namibians, all of whom were at least 18 years of age. Although the Namibian society shows signs of democracy taking root, it cannot be considered a democratic society. The emerging political culture is neither a civic nor an integrated culture. It contains the legacies of colonial rule and a violent liberation struggle
