Summary: In Southern Africa we saw some political changes in the region, Namibia being granted independence, apartheid being abolished in South Africa, sustainable peace in Mozambique and Malawi moved to a democratic system. This paper shows why state security forces and police commit significant levels of human rights abuses and undermine the state's attempts at democratic consilidation. The current situation in Namibia and South Africa is compared as the level of human rights abuses comitted by security force members remains relatively high.
