The Convention on International Trade in Endangered Species of wild fauna and flora (C IT ES) has been the world's premier conservation treaty. Namibia joidut C IT ES in 1991 and the Ministry of Environment and Tourism is responsible for its implementation. To protect amongst others the pangolin it has been placed on appendix two which places it under international permit control. Curently is the over population of elephants in certain parks a point under discussion as a resolution on deforestation has to be worked out
