Summary: This survey investigates the impact of the Public Private Dialogue (P P D) programme of the local Economic Development Agency (L E D A) and the Namibia Chamber of Commerce and Industry (NCCI) on the business environment in 12 towns across Namibia. At least 50 percent of the interviewed businesses stated that business environment had improved noticeably. On the other hand, the prevalent perception is that the local tender system, acess to serviced land and the misuse of public funds and corruption did not improve. In particular Swakopmund, Windhoek, Katima Mulilo, Outapi, Omaruru, Mariental and Keetmanshoop performed below average with regard to the perceived misuse of public funds and corruption. Big problems create the shortage of housing and exhorbitant costs of electricity
