Summary: In December 1988, representatives from Cuba, Angola and South Africa met at Brazzaville in Zaire to discuss the implementation of Resolution 435, the United Nations peace plan for Namibia. During the previous decade, negotiations had been delayed by an internal election under South African rule; two successive interim dispensations to administer the country, and South Africa’s insistence on the withdrawal of Cuban troops from Angola prior to internationally supervised elections in Namibia.
