Namibia's accession to independence on 21 March 1990 was an inspiring event not only for the people of that country but for the Southern African region as a whole. Independence brought to an end one of the most intractable and wasteful conflicts in the subcontinent; and having gaidut political freedom, Namibians set about the challenging task of building a nation and defining their relations with the world. Under a profoundly democratic constitution the new government proclaimed a desire to " ... achieve a balanced restructuring of the economy and the public service and ... democratize society". Feverishly patriotic, the bright sun on Namibia's blue, white, red and green flag rivalled the radiance of an English garden. At least initially .... Now, a year later, the real sun beats down mercilessly on a parched earth. For, although recent rains brought relief, Namibia, like other parts of Southern Africa, has been suffering from a crippling drought over many seasons.
