Keeping pace with technological development is a challange facing many countries including Namibia. Under the guidance of the United Nations a number of declarations and resolutions have been adopted to halt and reverse the effects of environmental degradation. The Rio Earth Summit in 1992 was the biggest gathering of world leaders to protect the earth's biodiversity, ecosystems and ecological processes. Conventions implimented were amongst others to cover the protection of the ozone layer, Ramsar Convention on Wetlands, the Basel Convention on Trans-Boundary movements and the prevention of disposal of hazardous waste, global climate change, the Biodiversity Convention and the Desertification Convention
